This module explains why and how groundwater pumpers should document their use going back ten years. To summarize, Groundwater Sustainability Agencies (GSA) must be established for many California basins by June 2017 or the State will manage them in probationary status. By 2020, these basins will be managed under Groundwater Sustainability Plans (GSP). Groundwater rights have so far only been important in adjudicated basins, but with the implementation of SGMA this will change. GSA’s will have the power to curtail groundwater pumping according to a priority of rights. Establishing groundwater rights will be critical for current groundwater pumpers.
