Environmental Consultant – Risk Management/Industrial Compliance

We are seeking a full-time Environmental Consultant – Risk Management to join our Industrial Compliance group in our Rancho Cordova, CA office.  The Environmental Consultant – Risk Management is responsible for defining, managing and executing chemical risk management related projects; managing tasks (deliverables) within timelines and able to manage his/her own time to meet Condor’s profitability objectives. Qualified candidates will possess detailed knowledge of federal and state EPA and OSHA requirements for Risk Management Programs (RMP), California Accidental Release Programs (CalARP), and Process Safety Management (PSM), and other state programs. Assigned tasks may include: interaction with clients and potential clients, preparing proposals and cost estimates; designing and facilitating Process Hazard Analysis studies; performing offsite consequence analyses; conducting compliance audits; and writing CalARP/RMP/PSM Programs.  Develop plans and programs for compliance with state and federal hazardous materials and hazardous waste programs including SPCC’s, business plans, inspection and training. Other environmental regulatory compliance support for Condor clients as assigned. Participate in associations and users groups to monitor industry trends and promote Condor. Represent Condor in a manner that imparts confidence in clients and potential clients that Condor staff is able and willing to serve.

Position Details:

The Environmental Consultant – Risk Management will primarily:

  • Possess knowledge of federal, state, and local regulations regarding handling of acutely hazardous materials and general industrial safety
  • Possess knowledge of CalARP, Risk Management Programs and Process Safety Management Regulations
    • Organize and facilitate Process Hazard Analysis meetings
    • Read and understand Piping and Instrumentation Diagrams for process systems containing acutely hazardous materials
    • Ability to understand and perform Offsite Consequence Analysis
    • Write CalARP/RMP/PSM Programs
  • Possess knowledge of ammonia refrigeration systems and ability to quickly understand design and operation of other highly hazardous chemical processes
  • Develop plans and programs for compliance with state and federal hazardous materials and hazardous waste programs including SPCC’s, business plans, inspection and training
  • Write safety programs including lockout/tagout, hot work, permit program, contractor safety, training, etc
  • Must have a succinct technical writing style
  • Work effectively with others, including Condor staff and external project teams
  • Promote Condor and bring in work in the Industrial Compliance field
    • Represent Condor in a positive manner to clients and potential clients
    • Assess client needs, bid client jobs and set client expectations
    • Manage project tasks efficiently, within budget and on time
  • Ability to develop opportunities and perform work in other areas of industrial compliance desired
  • Intermediate knowledge of MS Office Suite applications. Ability to use macros in Excel a plus

Well qualified candidates will have:

  • Three + years of relevant experience required
  • Experience managing CalARP, RPM, PSM programs for industry, government, as a regulator, or as a consultant preferred
  • Bachelor’s Degree (or higher) in Physical Sciences, Engineering, or Environmental Health and Safety discipline

Certificates, Licenses, Registrations

Materials Testing and Special Inspection (MTSI) Technician

We are seeking a full time Materials Testing and Special Inspection (MTSI) Technician to join our team in our Stockton, CA office or our Jamestown, CA Lab. The MTSI Technician will be responsible for field and laboratory work supporting the MTSI group. The primary focus will be soils and concrete sampling and testing of construction materials. This position will report to the MTSI Lab Manager.

The MTSI Technician will primarily:

  • Prepare specialized samples of construction materials including concrete, mortar, aggregates and other raw materials.
  • Perform and monitor tests in the lab or field and demonstrates initiative by offering/suggesting alternative procedures to enhance efficiency and accuracy
  • Collect, record data; investigate unusual test results
  • Fabricate and/or prepare test specimens and test fixtures
  • Assemble, adjust and calibrate test equipment
  • Read blueprints or other drawings to set up test equipment and build test frames
  • Deliver samples to laboratories
  • Repairs, maintains, and purchases field equipment
  • Miscellaneous lab maintenance and cleanup
  • Submit, timely, all required documentation for billing review process.
  • Other duties as assigned.

Well qualified candidates will have:

  • High School Graduate or General Education Degree (GED)
  • Two or more years’ experience in a construction materials testing environment

Associate Civil Engineer

We have an immediate opening in our Sonora, CA office, for an Associate civil engineer or geotechnical engineer with civil design experience.   A Bachelor degree in Civil Engineering or related major is required and a Master degree is preferred, but not required.   A minimum of four years’ work experience is required and knowledge or experience in the design of retaining walls and earth retention systems, tunnel engineering and plan preparation, excavation and grading plans, construction plans and specifications, geotechnical engineering, and storm water engineering, is preferred.  The successful candidate may have experience in several, but understandably not all areas.  The work will include support of our engineering and environmental project managers as well as project management on small- and medium-sized projects.

The Associate Civil Engineer will primarily:

  • Assists senior project managers and professionals with civil engineering, geological engineering, geotechnical engineering, and environmental engineering projects
  • Assists in project management of large projects and may perform as project manager on small- to medium-sized projects with support and guidance as needed from senior staff.
  • Assigned tasks may include the design of retaining walls and earth retention systems, tunnel engineering and plan preparation, excavation and grading plans, construction plans and specifications, geotechnical engineering, and storm water engineering.
  • Work independently on smaller projects and in teams with others on larger projects
  • Delegate work to other staff as appropriate
  • Senior professionals will provide mentorship and peer review of all work.
  • Special projects that may be assigned as necessary

Well qualified candidates will have:

  • Four or more years of relevant experience
  • Bachelor’s degree in Civil Engineering or related major required
  • Master’s degree in Civil Engineering or related major desired

Staff Civil or Geological Engineer

We are seeking a full time Staff Civil or Geological Engineer to join our team in our Sonora, CA office.  The Staff Civil Engineer will join a successful geotechnical and tunnel engineering group that performs feasibility, design, field engineering, and construction management services on a variety of projects. Under the direction of a licensed engineer and/or engineering geologist, the Staff Civil or Geological Engineer will perform duties including site exploration coordination, analysis, field engineering of tunnel excavation and stabilization works, reinforced concrete/shotcrete lining, passive and active anchors, portal structures, soil nails, and other structural elements of tunnels and earthwork excavations. The successful candidate will be expected to communicate effectively with Owners, Designers, Consultants, Contractors, and co-workers.  Other duties may include soil/rock slope engineering and stabilization. Collaborate with peers within the same department, and within other departments of Condor to successfully complete projects.

The Staff Civil or Geological Engineer will primarily:

Under the supervision, direction and mentoring of a licensed engineer and/or engineering geologist, the Staff Civil/Geological Engineer will assist with:

  • Field work including site investigation and construction monitoring
  • Analysis of tunnel excavation and stabilization works
  • Analysis of temporary and permanent construction excavation.
  • Analysis of tunnel lining including reinforced concrete/shotcrete lining, steel supports, and timbers.
  • Analysis of slope reinforcements including soil nails, rock dowels, and tensioned tie back anchors.
  • Analysis of portal structures and other structural elements of tunnels.
  • Slope stability analysis and assist with design of slope stabilization options.
  • Preparation of cost estimates and proposals.
  • Preparation of plans and technical specifications
  • Preparation of engineering reports and calculations
  • Construction management

Well qualified candidates will have:

  • One to Three years of relevant experience on-the-job or through college course work
  • Experience during design and/or construction of medium to heavy engineering works preferred
  • Bachelor’s Degree in Civil Engineering, Geological Engineering, or related major required
  • Master’s Degree in Civil Engineering, Geological Engineering, or related major preferred

Lead Tunnel Design Engineer

We are seeking a Lead Tunnel Design Engineer to join our successful tunnel engineering group that performs feasibility, design, field engineering, and construction management services on multiple projects with construction values typically less than $5 million. The engineer will typically be involved with the same project from feasibility study through construction. The engineer will work in association with Condor’s Principal Tunneling Consultant and tunnel group staff, and will be responsible for design and field engineering of tunnel excavation and stabilization works, reinforced concrete/shotcrete lining, passive and active anchors, portal structures, soil nails, and other structural elements of tunnels.   • Design and analysis of slope reinforcements including soil nails, rock dowels, and tensioned tie back anchors

Managerial Duties

Manage engineering and billing aspects of assigned projects. Manage projects assigned to the senior engineer.  Mentor and train junior staff. Collaborate with peers.

Staffing Responsibilities

Assign work to staff engineers, drafting department, and support staff for assigned projects in collaboration with supervisors of these departments.  Coordinate field construction monitoring staff for assigned projects. Collaborate with peers within the same department, and within other departments of Condor to successfully complete projects.

Well qualified candidates will have:

  • 10+ years of project design, project management and construction management in tunnel/underground construction or similar
  • Master’s Degree in Civil, Geological, or Related Engineering Degree, or combination of bachelors and equivalent experience

Necessary Skills/Competencies:

  • Proficiency with MS Office applications
  • Knowledge of software suitable for design of underground structures including finite element codes
  • Proficiency with a slope stability analysis program

Environmental Specialist

The Environmental Specialist will perform sensitive receptor surveys (SRSs) and Phase I Environmental Site Assessments (ESAs). Prepare construction monitoring/storm water pollution prevention programs (SWPPPs), SRS and ESA reports, selected sections of soil and groundwater investigation reports, and drilling/boring permit acquisition.

The Environmental Specialist will primarily:

  • Provide technical research on ESAs
  • Review literature from government databases and regulations for data compilation on SRSs and ESAs
  • Provide pesticide research and data compilation by utilizing government and industry databases and information for ESAs
  • Provide data compilation of aerial photos, Sanborn Fire Insurance Maps, and city directories for history and current uses of properties for ESAs
  • Provide technical editing on Phase I ESAs for clients
  • Prepare final reports and appendices for ESAs
  • Conduct field site visits with photography
  • Provide client questionnaire output, tracking, and incorporation of data into reports
  • Provide internet research on technical and regulatory issues
  • Prepare health and safety plans
  • Administer and compile SRSs
  • Conduct field site inspection of SWPPPs
  • Provide data compilation for dewatering wells (construction monitoring)
  • Prepare and acquire boring permits
  • Assist in locating and marking drilling sites
  • Assist managers with marketing package preparation and business development

Well qualified candidates will have:

  • One year or more of industry related work experience
  • Bachelor’s or advanced degree in environmental sciences, or closely related discipline
